You need to go to the microsoft site and download the access 2007 developer extensions, and Access 2007 runtime.
When you have installed the developer extensions you can package your database using them, and send out your database with the runtime version included so the person you are supplying the database to just has to run the file like a normal installer.
Alternatively you can tell the person you are sending the database to to download the runtime version and install it themselves, and then you just need to give them the database.
