Filtered Drop Down?

I am not sure how to go about this. I'd like to filter a drop down by Yes/No field in the table.

Table: Employee
Yes/No Field: IsActive

What I am trying to do is allow old jobs to show inactive employees, but only have the drop down list active employees for new entries.

Is that possible?
What options do I need to edit to allow this?

The row source of the combo can be a query or SQL:

SELECT Whatever
FROM Employee
WHERE IsActive = True
