HELP, I cannot open a MS Access file

I am running a XP workstation connected a LAN. Problem is I cannot open a MS Access 2000 file if anyone else has it open at the same time. I can only open the file if no one else has it open at the same time. However, if I open the file, they can also open it at the same time. My Default Open Mode (Tools/Options/Advanced) settings in MS Access are set to SHARED and so are theirs. It doesn't matter if I create the file or they create the file. It doesn't matter if they are running NT or XP. It doesn't matter if the file is created by a NT user or a XP user. All users have Office 2000 loaded to include MS Access 2000.
Any help would be appreciated.

do they have file creation rights in the same spot the database is held?

Are the other users opening the DB with an icon that uses the "/Excl" switch?

No. alll other users can create, modify files. They have no problem with Access at all. I and others run Access from the same file icon, not a shortcut. To open the Access file I, and others, open Windows Explorer and point to the file and click to open. Everyone else have no problem opening Access files weather others have the file open or not. It is just when I try to open a Access file that anyone else has open. If no one else has the file open, then I can open.
