How to convert table list to report

I have a table list that provides me with a member number and the divisions they belong to (vertically). I have to list the abbreviations on a name tag horizontally seperated by a comma. i can get the list with returns (vertically). How do i write a script to have the results listed horizontally? Help is greatly appreciated.

Example: NCA
NACS
SERV

vs. NCA, NACS, SERV with a blank field for null values.
