I lose hyperlink hand when form loses focus

For instance, If I have a form open and then click the Windows start button at bottom left and then close the start screen, the hyperlink hand is changed to the editing cursor.
And it remains that way unless I click on the form.

I've tried to duplicate this when I have a web page open with hyperlinks, even if I click the start screen button, close the start screen the web page retains the hyperlink hand for the links.

Any ideas how to prevent my form's hyperlinks from losing the hyperlink hand???

if you are not on the form , you are somewhere else,
therefore the cursor does not see a hyperlink.

same as being in excel but hoovering over a google hyperlink in the web browser.
Youre not in the same room.
 
When I hover over the hyperlink on my access form, shouldn't it see the hyperlink, regardless of where I was before?

Why must I click somewhere on the form in order for the hyperlink hand to return?
 
it is the same reason that when you click on a button, tab or hyperlink on any window from any application (except perhaps browsers), you have to click twice. The first to move the focus to the window, the second to activate the click event
