To expand on the previous answer...
1. ACCDE files cannot be reverse engineered back to ACCDB by any standard method. That is deliberate
2. The approach used by EverythingAccess is highly complex but it works. It is also expensive. For security reasons, they only do conversions if proof of ownership of the original software can be supplied.
