Issue running multiple field query

I have a query setup as usual, including all the fields I want to see. My goal is to only see people with a specific birth month, birth birth year and state (see attached). The query for birth month and birth year works perfectly and shows everybody in the database, but anytime I add the 2 digit state abbreviation the query still shows every single client.

I'm been trying to figure out why this is happening and how to fix it.

Does anybody have suggestions?

The state criteria would have to be repeated on every line in design view
