Yes and no.
It is most definately our responsibility to instil morals into our children. Even basic manners, which most children these days lack. Lead by example! I'm always having to remind my daughter and her partner to say "please and thank you" to the kids. They forget then wonder why the kids don't say it to them or other adults!
That said, there are other influences in a childs life. I know I've been an influence on my grandchildren, my daughters grandparents influenced her and so on. So yes, it's up to the parents, but not just the parents, everyone that a child comes into contact with can influence them. They will also learn from their peers, so if they hang out with torags they will become torags, albeit to a lesser degree if they have been influenced by well mannered, caring adults.
