Windows Mobile 2003 does support Access Databases being moved onto the device, but there are no built in apps to view the data.
There are several free or reasonably priced applications which will let him/her view the data and even modify it (changes will sync back to the desktop DB).
A quick Google search for SprintDB and DataOnTheRun will pull up to popular options. Also check out http://www.pocketpcthoughts.com for a great community with forums. Many of which discuss development on the Windows Mobile platform.
I would strongly suggest Visual CE which synch with PC Access application easly.
It is very visual to create great looking forms and easy to work with. It is as it can be understood from its title very visual application.
I have been using it without a problem.
Personal edition should run around $40, but they have a demo app you can download and try.
