MS access security

I have a MS database with user lever security in place. There are two users in users group and two in Admin group. But there seems to be something wrong with it. If two users (one admin and other user) are entering data at the same time at different machines, after some time when user go to new record, the database like jams, would not allow to select anything and a bit later displays that ‘currently locked cannot update.’ But it does not happen on Admin user. I cannot work out how to make it right?


The requirements for my database are

1. There can be 3-4 users inputting data at the same time.
2. Each user need to have a password protected access to database with limited permissions.

If anybody has any ideas about this or some system of effective security method, please give some help.
 
You may have to play around with the record locks on your forms. Make sure they are set to "No Locks". Also, under Tools>Options>Advanced tab, check the Default Record Locking Options, make sure "No Locks" is selected.
