MSACCESS Runtime and Windows RT Tablet

I thought it would be possible, but I am not succeeding.
Can a windows tablet run a MSACCESS runtime program?

Secondly if applicable, I have a tablet running Windoes RT.

No, it cannot. Access requires the full version of Windows.

When WinRT first came out I was at the then-MSFT store in Phoenix, and every 3rd or 4th customer was returning their new device, since it did not run all apps.

You need to be more specific than "a windows tablet". All devices are different, of course.

The big thing with Surface Pro's is that they CAN run Access.

But not if using the old rt
