In Access, can multi-user login and view the database at the same time?
Can multi-user update different tables at the same time?

Sure, they can even update the same table, just not the same record. However, a multi-user application should be split:

i have a small database in the headquarter office, it needs to be updated daily from different overseas locations. What is the best way to do it? Can I just assign the users the access rights to certain tables for them to update without splitting the database? Thanks.

Your databse should be split even if it is a single user.

It isn't usually a good idea to separate a FE and BE over the Internet because it the connection is interrupted the data may be corrupted.
One way is to FTP the tables of their data to the main site and then run the Update queries locally.
