I took off the default Admin from Admins group, and set myself as administrator, then log in, create new users and groups. But after I log out and try to use the user name to log in ( leave the password place blank as the book said), the Access just doesn't allow and pop up the message saying that the user has to ask the administrator's permission?! ps. I use shortcut that generated by Access to log in.
I searched the forum and find from the instruction here http://www.geocities.com/jacksonmacd/ that my problem can be caused by improper construction of the shortcut that supposed to include the Access executable, the MDB filename, and the workgroup filename.

And it further suggests me I can optionally include the userID and password in the shortcut.
But the instruction doesn't tell me how to properly set up the shortcut
