No permissions to access the database file.

I created an Access database file a few years ago for our union office using Microsoft Access from Office XP. The database was used to keep track of grievances filed at our work location. When I created the database, I did not password protect it, even after I left the union. However, I am now told that the database is inaccessible. When you try to open it, it gives an error message that you do not have the proper permissions to access the database file. I don't know if someone password protected it after the fact. The computer that everything is installed on is XP home. I tried booting up into safemode and logging on as administrator and changing the permissions to full access, but it still won't work. Any suggestions?
 
Sound like to could be a work group permissions issue. I would run the Work Group manager to verify which work group file is currently in use. You may need to join back to the default system.mdw.
 
if you are trying to say that your database where your tables resides was secured by microsoft database password using Tools->Security->set database password then your solution is found in the internet. Just search for Access Password Viewer. It can crack the password. Maybe it is illegal but it is available for your solution.
