Odd Gray area on Form (1 Viewer)

I've added via Ribbon Create - Form Design. Pop Up Yes No MinMax buttons.
The back color is white but the bottom part of the Form is Grey.
Any idea why?

I've found it occurs when Navigation Buttons are set to No. How can get rid of this gray area?

set the Scroll Bars to Neither.
