PLEASE HELP ME - Placing labels over an image

Microsoft Access isn't on my side right now

I'm trying to make a form in design view, and I am using a copy/pasted design as a background. When I try to place the form labels over the pasted background image, the labels go behind it. How can I get the labels to overlap the image? Could someone teamview me and help me out? I've tried absolutlely everything. I know it can be done because I done it with my other created form. But that was 2 weeks ago and I can't remember what I did.
 
In Form Design View, select the label then go to Properties - Format and click on Bring to Front.

I don't have Bring to Front

I am using 2003 Microsoft Access


P.S. Could you PM me your skype/msn? I really need this finished :(
 
Sure you do, Access just hides menu items that haven't been used recently. Drop down the Format menu and move your cursor down to the small arrow at the bottom and pause,. The rest of the menu, including Bring to Front, should now show!

Stupid access isn't easy to navigate around :(
