Replace Menu Bar

I am trying to add my own menu bar to an application. I read the help file to find out how to replace the default menubar with the one I created. It stated that I should create it and then select it from the list in the startup menu. I created a new toolbar with all the menu options I wanted, but the list doesn't contain the name of my toolbar. Is there something I'm not doing right?

Nevermind. I found out that if you type the name it pulls up anyway.
