Selecting a report control selects multiple controls. Why?

I am working with a legacy Access database that was first written in the early 2000s. On certain reports, when you click on a control in design view, several controls are selected. Double clicking seems to select the single control, but I am unable to select multiple controls by using the shift key.
Has anyone experienced this and maybe found a solution?
Copying the controls into a new report doesn't seem to help.
