set default alternate row color

Is there a way to permanently set the alternate row color in access, so that whenever you create a form it will always be what I want.

I know that I can make a template and always use the template, but I would prefer to just change the access settings if that is an option.
I checked the access settings but couldn't see an option to do this.

Also if you can set sub-form's to always have a transparent border, so that you don't have to change it every time you add a sub-form to a form.
 
Im using ms access 2013. On the ribbon of Form designer, Themes.
 
We are using 2010 unfortunately.
 
Themes is also in MS-Access 2010 version.
 
I added the themes buttons to my quick access toolbar but then they are greyed out so I can't do anything (the form is in design mode).
 
I don't think your database is an .accdb!
