Sizing a Popup/Modal Form

Can someone please tell me the manner in which one can size a popup/modal form???? I've tried disigning it in a Overlapping interface then changing the border back to thin and back to Tabbed. Seems it ends up different every time. One time the form was 20 inches wider than my monitor. And I'm not exagerating. I got a ruler and measured it.
The db is a tabbed interface.

I posted to Microsoft Answers for you but you might not have gotten it quite completely. You have to do what you are doing - change to overlapping documents, (but you have to make sure that your form is not set to popup/modal yet) and then you open it (not in design view but just open it) and size it appropriately. Click the save button and then close it and then open in design view and set the popup and modal properties.

When you open in design view, don't size anything. And then run a check before you go back to tabbed format to make sure it is coming up the way you want.
 
Got it now. I had another thing going against me. The 2 forms I was tryiong to sixe were Split Forms. When I switched over to Continuous the sizing took.
