timestamp data type

Hello,
I'm trying to use a timestamp data type in a table to tell compare two tables (local and cloud) to determine if one has been modified. However, I can't seem to get the field to populate. From what I understand (not much!) the field is supposed to auto-populate when a record is created. but it is not populating. Can someone point me in the right direction?

If you think it will auto-populate, please share the table's field properties.
To be clear, did you want it to populate on new record entry?
Is this MS Azuer or a SQL Server DB hosted in the cloud?
