Toolbars and Menu Bars gone crazy

I have a shared database that I maintain. There is no FE/BE or anything like that - it is just a shared database. The problem is when I make changes to the forms toolbars or menubars, I can see the changes but when I go to someone else's PC to see if any changes has occured there are none. Right now some forms have up to 4 or 5 tool and/or menu bars - it's taking up almost half the screen.

What am I doing wrong?

Well.. when you make the changes do you have exclusive rights?

Does the database complain when you try to save?

I have no problems making any changes whatsoever - usually - execpt with these toolbars. There are loads of them and I have done everything I can think of to get rid of them. When I open the database on my PC everything is fine but when I go to another user's PC - it's awful - tool/menu bars all on top.
