Quebec is one of the "have" provinces as opposed to others who are "have not". They make payments to the "have nots". Whether your province is "have or "have not" is determined by economic factors like industrial expansion, unemployment and the like. Payment lelvels are based on total provincial budget.
Alberta was created as a province in 1905. They were a "have not" province unti the late 1940s when they found this black liquid oozing out of the ground. Now they are a "have" province and spread the wealth to the "have not" provincial governments.
Newfoundland may become a "have" province in the future. There's oil and gas off their coast.
I'm sure that comes as a shock to the folks in the US who go to the polls every November and cast their ballots.
As for Canada, Australia, New Zealand, Fiji, South Africa, Mexico, Ireland, India etc.

i agree no ways that can happen in Africa. Besides being controlled economically by the western block , the west will do whatever it takes to make it a failure. Remember Africa is rich in the natural sources and that can affect them economically. the comesa in not doing well. i grew up in Zambia where it has its headquaters.

I think South Africa, Ireland, India and Mexico meet the criteria as do most of the countires in South America.
Closer to home, is there a democratic country in Europe that is not a republic (excluding the UK)?
The political scientists may disagree but I feel whether your country is a democracy is determined by how the government is selected as opposed to how its described in civics class. Or more importantly, can you change your government if you don't like it without firearms.
However, this has little to do with an African Union.
