In 25 words or less.

When you created the database, you were Admin. Admin is the default user. Since Admin owns the database, Admin cannot be restricted.
When you created your user, you probably tried to give yourself the same permissions that Admin has. Since you already have an Admin, why not delete your new user and settle for being Admin.

The database password function OR the Group Security should be used. While there is no great problem in using both, by using both you are introducing a redundant step.

Almost everything in Access can be learned by trial and error EXCEPT USER/GROUP SECURITY.
Get yourself a good guide and follow the steps. I would recommend:

download the first file – Security Paper by Jack Macdonald. It’s a little long but it tells you everything you need to know.
