is there an easy way to put a water mark on a report diagonal over the header, detail and footer?

I tried it, not sure where to paste the background image
if in header, it only displays in the header
can not paste in detail as this can grow or shrink
and same with footer, only displays in footer
not across complete A4 document

I wouldn't have thought it would be in the header, but in the detail section?

No. But this might work--

Copy the report naming the new one 'sub.
In sub delete everything but the detail.
In the main put the watermark image over the entire header and one over the entire footer.
In the main delete the entire detail section.
In main, add the sub as a sub report to the header section, linking appropriately.
In main add the watermark image over the entire subreport.
You may have to adjust the Can Grow attribute of the sub report and it's watermark

But you weren't told to paste it anywhere? On the report property sheet format tab you set the picture type you wanted then clicked on the ellipses (...) for the picture property (and set the Picture Size Mode to Stretch Vertical)?
