Some of the more popular beaches do display the tide times, not just that they're given out every day on the local news channels and it's not to difficult for anyone with an ounze of common to figure out which way the tide is going. But in this Nanny state created by Bliar and his cronies common sense is no longer a consideration

Maybe they could rig a float that sits in the water tied to a string that pulls a cover over the sign when the tide wasn't an issue -

The flaw in this line of reasoning is that it requires people to be able to count and tell time.

The biggest flaw is they have to know when the last high tide was, that's if we also ignore your 8 hour rule.

Liverpool's high tides today and tomorrow are
1:38 14:00 2:18 14:40
not exactly easy to calculate, but around 12and half hourly with a shift

Not a 100% accurate but you can get an idea of the state of the tide by looking at the foreshore

It is a real sign, not far from where I live.

The bunker is actually a left over from the cold war, it's now a monument. A bit like the bunkers we have left over from WW2.
