Access 2003 slow design view for forms

Have new PC with Windows 10 with Office 2016 without Access.
Then ACCESS 2010 installed.
All database currently using Access 2003 format.

Running, This appears to run okay within Access 2010, BUT
Problems arise when trying to edit forms or queries within design view.
To load a page takes approx. 4 minutes and the same to go back to Data sheet view. This happens in most cases and is very frustrating.
To get around this, I copy the database and load this back onto my laptop which is running windows 7 and ms access 2003, then perform the changes.
Resave and re-load back to the main PC. Not the perfect solution, but stops me pulling my hair out.

What if you create a new database, does it take the same time when creating a form?

And furthering JHB's idea...what if you create a new database and Import all objects from the 'slow' database into it...does this resolve the issue?
