access 2013 Runtime

I have downloaded Access 2013 runtime to my wife's new computer. It will not run any access applications. The runtime file is still in the download folder. Does that make a difference? I have referenced the App that I am using for test (open with) to the runtime file in the download folder. The error type dialog box (no error number) looks more like code that error message is too lengthily for me to list here. Any help would be appreciated.
 
If it's the same as previous versions, the file downloaded is an exe that you have to run to actually install the runtime.

We have lift off. Thanks Paul. That did the trick. Until I learn win8 well enough I don't want to spend $250.00 for Access on her computer, especially since she does absolutely no programing.
 
I'm pretty sure the runtime file is msaccess.exe. Not sure where the runtime gets installed, but search the hard drive for that file and I think you'll find it. Typically you run it by running a database file though (like you might start Excel by double click on an xls file).
 
That's what I thought but when I try to open my access file it gave me that weird message again, so I though I would try going runtime first then the file.
