Ok. I have searched and some sites say free download for Access Runtime but they are not free. Does anyone know of a site for a free download for trial?

Just from what I have read on the net. From my understanding, I should be able to install and run an Access app. on a computer without Access installed. If this is incorrect, my ignorance.

At this moment you need the Access runtime files at least to be able to run an Access db

If you have found it for $40, you will be buying an illegal copy. Be careful, who knows what will actually be on the installation CD or even if it will arive after they get your money.
 
This sounds like a useful product since the installer that comes with the Office Developer's edition can cause problems if a newer version of Access exists on your target system.

This product is simply an installer. It is NOT the Access runtime. Only Microsoft can license the Access runtime. The Office Developer comes with an installer so technically you don't need this product, however, based on the comments of many posters, the included installer is somewhat lackluster.

An Installer gathers together all the files that your application needs to install and packages them into an .exe and perhaps some .cab files. The installer runs on the target machine and extracts all the packaged files and places them in the correct directories, makes the necessary registry entries, creates the necessary shortcuts, etc. The more intelligence the installer has, the easier and more trouble free the installation.

If I purchase Office XP Developer I can create Access Databases and distribute them to machine that do not have Access installed?

Oh :( i have been down this road in great detail.

Beware of the following pitfuls:

You cannot run Access 97 dbs on the runtime component that comes with Access 2003. (If you wanted to )

You will need to download and install the Access 2000 runtime which is availabe as a free download from the Microsoft site to be able to do this.

You cannot run the Access 2003 runtime on machines which have 95,98,98se it just isn't supported. (Access 2000 runtime will run on these machines).

You can get the Access 2003 runtime component when you purchase Microsofts "Visual Studio Tools" for the Microsoft Office System.

You will also have to buy Office Pro 2003 which has Access on it or Access 2003 as a stand alone app.

I spent many days researching this as i had to go down this route.

I don't think you will be able to get of Office Dev XP its all Office 2003 now.
You may be lucky in getting it but i wouldn't hold my breath on that one.
