There are more reasons than what you stated, although at present those are the top two. Climate change (regardless of cause) and natural extinction cycles also contribute to the decline in fish stock.

An idiotic article below. I will refrain from a full diatribe concern the idiocy of "privatizing" natural resources (including spectrum). Many of those posting comments on the article correctly pointed out that the author, Robert P. Murphy, stepped over the edge into stupidity.
