What is this and why can't I delete the row?

My friend, you have a corrupted database. Try running the compact and repair utility first. After that, the data may change (all ### signs). Then, try to delete the record.

But not all the records are like that, only one.

Will running the compact & repair do anything to the other data?

No, compact and repair just copies the data unless there is a corrupted record.
