Create an Install Program

I have a DB that works just fine but I want to improve it to make the installation easier. How do I or is it possible to create an 'Install' with access?

Access MVP Albert D. Kallal has used and had recommended, in the past, a free installer that you could get. I'm trying to remember what it was. I'm doing a web search to see if I can jog my memory.
