Does the Access 2013 is a strong alternative for the ASP.net (1 Viewer)

As you can directly go live after developing the software using the MS Access 2013, Is it an alternative for the ASP.net as everything now is online directly.

The two are not equivalent and are not alternatives for each other. Access, up to A2010 is client/server only. Once you get to A2010 Access can be used with Sharepoint to create web apps. There are big differences with A2013 so if you are starting now, go with A2013 rather than A2010 because there is no conversion path.
