I know how to send a report in access 2003 via email - but how do i just send an email without a report??

You can use SendObject, with the appropriate arguments.

DoCmd.SendObject acSendReport, "rptInvoice", acFormatPDF, "email@company.com", , , "Invoice Report", "Attached please find the Invoice Report"
