Float Access Form over Excel.

Access and Excel 2003.
The attached demo attempts to float an Access Form over another application.
Three files are involved in the test:-
1. An Access target application which can be opened directly.
2. An Access application which can open the target.
3. An Excel application which can open the target.
For testing, the three files should be in the same directory.
