I want to create a menu object to use in my free templates .Can I use object in simple html or will I need asp and a web host that can support asp, such as a windows based server.

Well it all depends on the object itself, you can get plenty of HTML or DHTML menu's DynamicDrive for example.
If you can do what you want in HTML (or javascript) then you might as well use that because if you have free web space with your ISP that will support HTML (and Javascript). You will usually have to pay for reliable hosts that support other formats.
