Simple Web application - which technology?

Hello everyone.

I need to create simple application which should be accessible by several people outside my organization.

My idea is to prepare deliveries schedule to my factory. I want to create a website where my suppliers can login and confirm delivery date for their trucks.
Logging in feature is critical here.

Would you be so kind and recommend tools I should use?

Hi. I know Caspio has a free version, but can't remember if Zoho has the same. Full instructions on how to build applications are available on their websites.
