In some instance, it seems to be doing so, but I think the flakes randomly moves across either sides, not necessarily following mouse cursor

Definitely reacting to cursor movement. I move cursor to edge and flakes follow. Let cursor rest there and they continue to flow toward cursor. Shift to other edge and flakes follow.

Showing in Chrome on my notepad and phone. But no longer influenced by cursor movement on any device.

You will see the snow much better if you are in dark mode. Bottom left of the screen to change theme.

No dark theme, is it shades of blue, or shades of grey?
Either of those themes. That is what I mean by dark mode. My favourite is shades of blue. Saves my eyes from the glare and the santa's hat looks good with it!

I like the darker themes but stick with the light because of continually switching between websites. The sudden change from dark to light is a bit uncomfortable. Database Journal site has a nice compromise between light and dark.

Tonight I am taking part in an old Cajun tradition... the bonfire to light the way for Papa Noel. Fortunately, all I had to do was hold the flashlight until the fire was burning 🔥
