Question Vertical Lines in a Report

I have a subreport within a report with vertical lines. My problem is that the vertical lines only extend to the end of the detail section. I need the lines to extend to the end of the subreport even if the details do not go that far.

Here is the code I am using, it was writen by someone else and I cannot figure out how to extend the lines. Anything I try either does not change it, or they disappear, or appear on every other page.
