Why the Green Dot

I am new around here and trying to figure things out.I just noticed that some names have a green dot by the side of the members name and other's don't. Why is this? Is it a rating level for the post or something.

If you hover over it, it should tell you that it's an indicator of whether the user is currently online (on this site).

The site employs a "reputation" system, and that is the measurement of it. There's a couple of people who have red dots (negative reputation), most have one or two green dots. Searching on reputation should turn up a thread where someone posted the levels.
