Cannot set database in exclusive mode

Hello
I have already reinstalled Office 13, but the problem still persists. I simply cannot see the BROSE option.

I'm sorry but I am not understanding what exactly the issue is. Can you provide a little more detail? What happens when you click on the options you see on my screenshot?

What version of Office 13 did you install? Was it Pro or Pro Plus?

It sounds like you may have only the Access runtime versions.
 
Attached are three screenshots showing how to enable Access 13 in Exclusive Mode. It is quite simple really. My own fault for not looking clearly at the problem, which staring me in the face all the time.

It sounds like you may have only the Access runtime versions.
i have runtime a2016 runtime but i don't see any menu that will open any database.
you'll have to explicitly clikc/double-click on the .accdr to run it.
 
Why are you trying to open a data base in exclusive mode? That smacks of FE sharing? Does each user have his own copy of the FE on his personal C: drive?
