In the UK we have ARSE (Armed Response Surveillance Evaluators)
What happens is - say your house is under attack from a gang of youths, you know, pulling up the daffodils or whatever.
You call the ARSE team, they then send round a bloke in a Ford Mondeo, he's in a suit and has a clipboard, he then evaluates the need for additional forces based on the gravity of the situation.
He then goes back to base and meets with the ARSE steering group, they have a meeting then decide on the options. Once the option is decided, the steering group meet with the ARSE working group to pass this action plan down - these are the senior managers who are skilled in getting things actioned quickly. They evaluate costs, resources, equipment etc etc
They then decide the best way to get the action plan completed in the time frame, and running to budget. They either use in-house workers or open the plan to tender from outside contractors.
After negotiating the contracts, bonuses, penalties and the legal jargon - the plan is put into action.
A cop is sent round to the house on his bicycle to have a word with the offending youths and to disperse the potentially difficult situation. Job done - the British way.
