Did you care to look a verse 5 which states: 5 And that prophet, or that dreamer of dreams, shall be put to death; because he hath spoken to turn you away from the Lord your God, which brought you out of the land of Egypt, and redeemed you out of the house of bondage, to thrust thee out of the way which the Lord thy God commanded thee to walk in. So shalt thou put the evil away from the midst of thee.

These were the laws God gave Moses to give to his people the Hebrews. Now, look at this from the point of view or 3500 years ago or 1500 BC. There was no law, no sheriffs, no leaders except the pagan religions and God gave them laws to live by. If you broke those laws, you were subject to death especially speaking as a false prophet. Times back then were barbaric, much those that ISIS would put back on us all if they could. It is also why so many of them will die during the last 3.5 years of the great tribulations because they refuse to believe that Jesus Christ died for their sins.
