A developing story. Apparently the Democrats want to hold Ukrainian aide hostage as a means to get supposed "Covid relief" legislation passed. What the Democrats propose is unknown to me at this time, but given past performance; Democratic sponsored legislation is highly partisan, so you never really know what is in it (Recall Pelosi's, "you must pass it to find out what is in it."). As the old Democratic inspired saying goes "Never let a good crises go to waste". Democrats are using this crises to sabotage efforts to help the Ukraine and to address the growing oil shortages. Democrats to get their "green new deal" implemented are "helping" Russia destroy the Ukraine and even work with other foreign dictators (who have absolutely no regard for human rights) in Iran and Venezuela. The blood of Ukrainians is on the hands of Democrats. Democrats are the threat to democracy.

Sending Harris to Poland, instead of Biden was a political insult to the Europeans. Biden of course can't go based on his mental health. But sending Harris to spew nonsensical gobbledygook work-salad is an insult. The reading between the lines message that the Biden administration is sending to the Europeans is that the US lacks decisiveness/commitment and has been paralyzed into non-action.

As an editorial aside, the Biden administration continues to reject increasing domestic hydrocarbon production in the US, but is now considering buying oil from countries (Saudi Arabia, Venezuela, and Iran) that the Democrats had claimed were repulsive due to the fact that they are dictatorial in nature and suppress human rights. This is blatant moral relativism, but the Ukrainian connection of the Biden administration's oil policies is that they are committed to continuing to implement the "green new deal" agenda even in the face of it as being improper at this time. Kerry, as one of those pushing "green new deal" agenda, lamented that the Russian invasion of the Ukraine was derailing his "green new deal" agenda. That demonstrates a total dismissal of the Ukrainian crises as being relevant to the US. With that in mind, Harris's appearance in Poland may simply be empty "windows dressing".

The short answer, the President of the US sets US foreign policy. Technically, it should be one head-of-state meeting another head-of-state to formulate and specify a specific policy. Harris as vice-President would be "junior" to Duda on that type of political hierarchy structure. Instead of reaching a formal binding agreement with Duda, Harris would have to respond "I'll get back to you after consulting with Biden". (Yes. today there is the capability to have Biden in on a video conference call.)

She could still get the job done if she has the backing of the president to take decision on his behalf or as you suggested they might have video conference with Biden present

Unknown. Diplomacy is not a transparent activity. But listen to other "noise", through that "noise" the Biden administration is clearly telegraphing that their real concern is the "green new deal", not the Ukraine. Those pushing the "green new deal", like Kerry, want to stay on that tract. They are not budging. "President Biden’s climate czar, John Kerry, warned that Russia’s war against Ukraine could distract the world from the climate change crisis and produce "massive emissions" that will negatively impact the globe."

You are correct by stating that, i rephrase, the body language of Biden's administration is showing that Russia /Ukraine war is not a priority to them. My concern is that the War over time might escalate with more countries joining in if it continues for months.

I am NOT making excuses for Russia but this war did not start last week, it probably started 30 years ago. Remember Putin was in the KGB in East Germany prior to reunification, he was there when Gorbachev negotiated the terms.

So why is Russia fighting Ukraine and not Nato?
 
NATO has been slow to come to Ukraine's Aid. Russia should pick her size when fighting, not bullying smaller country
NATO has been "slow" as the US, the supposed "leader", has been sending mixed signals concerning how NATO should respond to Russian aggression. Based on current and prior actions, it would appear that the US, while publicly claiming it supports the Ukraine, it is covertly obstructing Ukrainian assistance.

I still don't understand why the USA is foot-dragging on this issue, maybe those based in the USA can enlighten us.
